well macromedia fireworks is the only program that i have that can do this type of things, and i am so used to it, i cant just switch to photoshop.
anyway...
i layed down the rectangle, gave it a size (350 x 20) and i have the fade, and the line...but i want to add an image. and every time i add it, it shows up OVER the lines. how do i make it so that it shows up under the lines?
remember...I HAVE FIREWORKS.

Your image should always go over the scanlines not under.
