Method of making userbars using Photoshop CS2/CS3.

First, go into File>New... and put in the following:

   Next, select the gradient tool:

Click and drag diagonally over your userbar, you should end up with
   something like this:

If you haven't already, create the scanlines pattern:

   Zoom in to around 1600%:

Select the pencil tool, make it 1px:

   Create a diagonal line:

   Go to Edit>Define pattern:

Go back to the userbar, right click the gradient tool, and select the
   paint bucket tool:

Make sure you have these settings:

Fill your userbar with the pattern, then select the text tool:

If you haven't got the Visitor font, download it from
    www.dafont.com/visitor.font, otherwise use these settings:

Type in your text. Move the text over to the right, and you should have
   something like this:

To add the 1pix boarder around the text.
Go to Layer>Layer Style>Stroke and put in these settings:

Go to Drop Shadow, and put in these settings:

Go to Bevel and Emboss, and don't change anything. Here's what the
   default should be:

If not, fix it. Exit out of that box by clicking 'Ok'.
You should have something like this:

Select your gradient the fist layer and go to Layer>
Layer Style>Bevel and Emboss and put in these settings:

Click 'Ok'. If you want, add an image. I added the Userbars.ORG logo:

Looking good, eh? Next, right-click the icon next to the pen, and
    select ellipse:

Drag an ellipse from about 1cm above the userbar, down and to the
other side, and fill shape with bucket tool if needed like so:

Now, we don't want it entirely white like that, so change the opacity
   to around 25%:

You'll notice the edge is a bit rough, so select the blur tool:

Right-click the layer in the layers window, and click 'Rasterize type'.
Next, with the blur tool, hold down the mouse and move it along
the edge of the ellipse. You should now have something like this:

Now all thats left is the border. Create a new layer by pressing
    Ctrl+Shift+N:

   then

select all then edit > stroke set for 1 pix boarder or same as the text
   And here's the result!:

I hope it was helpful to you. Wink
