Select the layer you want to have the border, then go to layer/layer style/stroke, select 1 px, choose intern(or inside, i don't know exactly what word, since my ps isn't in english. Is the second option.), then choose opacity(i recomend 50%) and color (a dark one).

man ... I don't get it I tryed 100 time and still isn't workin ... this is what I do ... create layer then ... layer/layer stye/stroke and then put inside black color 1px and ok ... am I doing anything worng ??  Undecided

I tried now, you have to fill the new layer (with some color) and go to layer/layer style/mixing options and set the advanced mixing opacity to 0%,

Or you can fill the new layer with white and go to layer/layer style/mixing options and set the general mixing mode to dark (or darker, I don't the english term, the 1 above multiplication).

1.   create new layer
2.   press ctrl+delete to fill layer with foreground color (it must be different from border color).
3.   edit>stroke: Width:1 px, Color: choose witch you wont, Location: inside, Blending :normal, Opacity: 100%,  click OK.
4.   press W to pick Magic wand tool, click color in center of the layer to choose it. Pres Delete to erase it.

       That is all.
